Serial offender landlord fined for non-compliance
Broxtowe council in Nottinghamshire prosecuted an HMO landlord following tenant complaints and a subsequent inspection. The landlord failed to comply with legal notices demanding details about tenancy agreements and occupancy. In September 2024, the landlord pleaded guilty to non-compliance under the Local Government (Miscellaneous Provisions) Act 1976 and the Housing Act 2004, resulting in a £581 fine, £1,129.16 in council costs, and a £232 victim surcharge.
The inspection also uncovered hazards in the property, leading to an enforcement notice for repairs, including fixing leaks, improving fire safety, and addressing faulty electrics. The landlord failed to comply and, in February 2025, was found guilty of ignoring an Improvement Notice and breaching HMO regulations. For this, the landlord was fined £660 per offence, ordered to pay £1,226.05 in council costs, and a £528 victim surcharge.
